The sticky navbar creates its own stacking context, so no z-index on .modal can win from inside the page tree. Render the modal at document.body instead.

Elegant solution

Adopt a three-tier scale — content (0–10), sticky chrome (100), overlays via portal (1000) — and delete every other z-index. Three tiers, zero !important, no arms race.
